Wilkinson, Foy is a Louisiana consulting firm that specializes in the kind of external Safety Culture/Process Safety expertise recommended in both the Baker Report and the US Chemical Safety Hazard and Investigation Board report on the British Petroleum disaster at Texas City in 2005.
The International Atomic Energy Association was the first to define Safety Culture: “…that assembly of characteristics and attitudes in organizations and individuals which establish that, as an overriding priority, plant safety issues receive the attention warranted by their significance.” It is commonly accepted that Safety Culture is the essential barrier that protects workers, the public, and the environment from the inherent dangers in an organization’s work, product or mission.
